Sound's like a dillema I'd like to be in ; ) I've never been to Fiji, but I would imagine that if money's an issue at all Bali would be the better choice because it's so cheap. There is some incredible snorkeling up at Menjangen Island, and of course enough culture to keep you busy for many, many months! Indonesian food is delicious, and nowadays on Bali you can get International Cuisine of just about every flavor.
Wherever you go, I'm sure you'll have a wonderful time! I kepp going back to Bali because the price is right, and the people are beautiful.
