I would take a mixture of both TC & Cash. Any hotel ( no matter how small will have a safety deposit box for you. How much are you budgetting for your daily expenses? London is expensive, but there are many cheaper hotel, and choices available. I can recommend the Falcon hotel in Paddington. It's very cheap 65pounds for a double a night, including breakfast, & less then 4 mins walk to the tube. We enjoyed our stay there so much that we hope to repeat it next year, so return booking must be a good recommendation. At Paddington train station, which is sort of adjacent to the tube station there is a Travellers Express (I think) beaurea de'change. We used it heaps. You'll only be a few minutes away from Hyde Park & Kensington Gardens, which are excellent for end of day walks. When are you going? You'll have a wonderful time, London is just fantastic, so much to see and do!
