Definately pre-book hotels are much cheaper to pre-book. Get prices from a couple of different holiday wholesalers from your agent. They pre-book rooms at a less rate than you could get in Bali. There is cheap accomidation to be had but if you book through a travel agent they will get you a good 3-4 star for the same price as you could get a 1-2 star. I agree why change hotels if you are just going to stay in Kuta. Different is you want to stay in Sanur then spread your time between the 2 places but believe me when you get there you will end up with junk everywhere and packing a couple of times YUK.
