The surf factory outlet is on the bypass road from Kuta to Jimbaran. I haven't shopped in there so I don't know what the prices are like compared to the other surf shops around Kuta and Legian. Sorry I can't give you the exact address but if you are on the bypass road you can't miss it as there is a huge white statue of a surfer out the front. I hope this helps!
