My wife and I went to Phuket in November of 2001 and went to Bali in November 2002.
November marked the end of the rainy season in Phuket and the beginning of it in Bali.
From what I've read, a lot depends on what you like to do. Patong Beach is the "action" part of the island and I wouldn't stay there on a bet. It's loud, crowded, somewhat crass. But there is a lot of shopping, restaurants and bars. If you are a nightlife person, and you like lots of people and crowds, you'll love it.
Of the two places, I found Bali to be much nicer. The people are better off in Bali and there is more of a culture than what you find in Phuket.
