Sorry, Charlie, but all services in and around airports worldwide are more expensive than just outside the airport.
If you compare prices now to "back then" they are the same. First time I came to Bali it was Rp500 = A$1!
If people don't want to pay it, they can walk out the main gate with their luggage and hope that there is a taxi outside the gates. Or they can organise transfers with the travel agent.
