After reading that many people on the forum couldn't get flights and how the hotels are only 7% full, I asked someone who is a travel agent what is going on.
She said that a lot of people who have booked flights with Garuda don't intend to use them but haven't actually cancelled their flights.
Garuda holds the booking open until they cancel them. So the flights are not full, but the seats can't be used.
If you know of anyone who was previously going and hasn't paid, but hasn't cancelled their booking it is important that they do this, to let people who really want to go the chance to get on a flight.
This will at least help to get the number of tourists up.
Perhaps there is a travel agent out there who could verify this.
