This is reminiscent of the dark days of the Great Depression... only much much worse, and it has impacted at frightening speed. In reality it's tantamount to a huge factory closing its doors without warning. For every single employee who is stood down, you can only hazard a wild guess at how many self-employed people it effects. In time, things will improve but in the interim, thousands are immediately put out of work and there is no welfare cushion to soften their landing.
