Does'nt make sense

Only 6 of the proposed 14 visa free countries are ASEAN members, and there are more then 6 ASEAN memeber countries.
Do the 14 countries to be allowed to be visa free, have a reciprical visa free agreement for Indonesian citizens?
Are they saying the citizens of these exclusive 14 countries are the only ones who don't cause political problems for Indonesia, or bring drugs into Indonesia, and work there illegally? The last is ironic considering Indonesia is presently very upset with the way in which
Malaysia has recently forcibly expelled illegal Indonesian workers. Yet Malaysian citizens are to be visa free in Indonesia.
None of the reasons for granting visas to some countries and not others are making sense.
