July is Bali's 'coolest' month, so IMO this is the best time weather-wise. High 20's, low 30's, low humidity, little if any rain. We were there two weeks ago.
Samui, by comparison, is currently much hotter and much more humid, and there was rain on 3 days (mainly in the evening).
