tourist visa

Can anybody help me out with the following question: once I arrive in Bali i will be granted a tourist visa for 60 days. Does that 60 days include both the arrival and the departure date? If that is the case, i'll have to make new travel arrangements. I heard that they are very strict about the 60 day rule.
