I mean, this is normal - graft and corruption is alive and well in Bali.
It hasn't deterred us (lost count of how many times into Bali - but go back to when Legian was an outpost lit by kerosene lamps from just past Bemo cnr to three Sisters/Brothers.
Last trip in we lost a complete travel bag at a well known restaurant in Melasti Jalan it happened to have such things as Passport, Inter Drivers Licence, TC's, Amex (Gold), Visa (Gold) - in other words the lot.
We ended up reporting the theft (in house style theft) to the cops (at a cost 30,000rp, temp passport from embassy ($?), immigration payment 150,000rp etc etc etc).
To add insult to injury arrived home received statement on Visa $4500 Aud spent in just over 2 hours directly opposite the restaurant - can't tell me that it all wasn't planned.
As said earlied, hasn't deterred us - wow betide the poor Balinese wearing the (very noticible) hat in the bag!!!!
Be careful - you need to be vigilant at all times.
