There are thousands of them all over Kuta. But they are no longer called "losmen". Many are now called "homestays", but what they are called is not important. Look for them on the side streets off of Poppies Gang 1 or Poppies Gang 2. Expect to pay about 35,000 Rp to 45,000 for a cheap one with adequate amenities, including a shower and a sit-down toilet. Some are clean and others are not. Some of them have problems with bed-bugs from time to time. Almost all of them have breakfast included in the price.
