Is the water dirty.

We are thinking of taking our family to Bali in September/October. As we have two boys who are11,9 and surf is it still possible to surf in front at Legian or is the water too dirty. Also trying to decided between a few Hotels we have narrowed down to 1. Melasti 2.Mandria, 3. Dynasty, can anyone offer some advise. We also have a 13 year daughter.
